Ah, I see. I don't tend to read too much into manga since it's, y'know, manga and japanese mangaka like to insert any kind of female character whenever they can. Would this work if it was an old(?) man instead of an old(?) woman? Maybe. It's Japan.
If you don't like the idea policing thoughts, you might consider finding a different place to read manga and comment on what you read since mangadex is one of those "dictator states" you refer to which polices thoughts by giving members the ability to block other users as well as actually removing comments that go beyond the bounds of the house rules.
Why is this site like that? It doesn't have the feature of occulting comments from view if a lot of people dislike it, and the option of blocking is just that, an option. If you use it, well, you use it and that's it. Also, if you consider normal mod power being equal to thought policing, then most of the sites and forums would be "dictatorial". What's more, with that definition, most (all) countries would be "dictatorial" since they have police that removes you if you don't comply with the rules.
