Depends on what's being asked. If you're wondering where he got it, why he has it, and how the protagonist knows he has it, it was first revealed in chapter 4 and in chapter 5.2 he revealed his possession of it to the protagonist and answered some questions about it (though he may have been fibbing about a few things)

If you're wondering who made it, why, and why the royal family has one, that seems to have been beyond the scope of the plot until this point
