To a degree. But Kaguya's situation was dominated by her being a junior member of the Shinomiya clan, and the expectations coming with that. By herself, she was pretty much powerless to decide her life (up to the last couple chapters).
Rossweisse, in comparison, has no external authority hanging over her head, the only obstacle in her way is her own pride and prejudice. Same as Leon (although by this part of the story he's formally subordinated to the Empire).
But that's why their conflict has largely moved past the actual stage, and turned into a kind of mutually enjoyable dominance game.
