Is it just me or is there a cannon sexual relationship going on between Rock and Revy? They both seem awfully comfortable with her casual nudity around him for a manga.

Yeah, the framing of him on the bed and how he's walked into her room to wake her up before gives the feeling that if they aren't outright having a sexual relationship, they're at a point of intimacy with each other that is equivalent or greater. Emotionally at least.
