From what I know it tends to be first spells at level 7 and then a new level of spells every 3 levels there after. 4+3*6=22. Either way it requires him to be extremely high level to cast if he has not class changed from high level Mage.Normally in order for Samurai to learn 7th level spells they'd need to be level 24 at a minimum (if my math is right).
