Is it an ironclad rule in japan that the last arc of a manga has to make no sense or be incomprehensible or so open ended that you wonder what the journey was even about?

in the end, he got to the end (border) of the city (approximately near the orbit of Jupiter) and the fetus grew into a child in an unpolluted environment(because the authority (it's program with rigid logic) needs to make sure that there is no infection)).

And so the child on the last page is 7-10 years old, they are attacked by some creature that is not a guardian(because they are cruelly forbidden to attack people with network genes).

It is also clear from the epilogues(Blame!² and NSE: Net Sphere Engineer) that the main character released the race of silicon life into space.

It is also clear that the Saveguard no longer attack people but only passively defend their structures. Moreover, judging by the existence of the Dismantlers that the Authority sends, Saveguards are now suppressed by the Authority(this is possible only and only when the carrier of the network genes himself will say what the Authority needs to do(remember about rigid logic)).

This confirms that network genes have been activated in the net sphere. But the full details of the changes and reforms in the net sphere are unknown.

Results.

Enemies:
Silicon Life - Defeated and almost destroyed, they were then released into free space outside the megastructure.
Saveguard - Defeated and suppressed by Authority(Saveguards can't attack humans without network genes and can only defend themselves).

Neutral:
Builders - They stopped the endless growth of the city, judging by the epilogues, they serve the existing structures.

Friendly:
Authority - They have restored their function and are helping human civilizations in the layers of the city to develop again.
Killy - Victory. And obviously he's alive but we don't know what he's doing after activating network genes.
Humanity - Now can develop and judging by the sequel is in an early stage(So thinks the Authority, remember the crazy technology throughout the manga, Yes it's early stage)

Town - Has become less dangerous but still remains terrible, deserted and destroyed. The infection(!) has not gone away, as well as countless unintelligent silicon creatures, mutants and other things that threaten humanity without and with network genes.

I think I understand what's going on.

That's a lie I have no idea what's going on. But I think I enjoyed it. Even if the art is borderline undecipherable at certain points. Solid 8.5/10.

Stylistically one of my favorite manga. Amazing art style; stunning illustrations of massive architecture, both intricate but vast. The character designs are imaginative as hell, I love the different forms of characters and how they all look awesome. An exercise in cyberpunk fiction for sure. 8/10

People are trying to rationalize the first few chapters but it's pretty clear the Mangaka didn't really know where he was going with the story at first. In the first two chapters it seems like they had a kid with net terminal genes but with two mutations and that never comes up again. Maybe in chapter 3 his head wound is what gave him amnesia they mention, except he remembers terminal genes, he has full memory of how silicon life works and reproduces, and other stuff. Seems a bit too convenient if he just happened to forget everything else.

Also at first he describes someone with net terminal genes as being able to see/read words in their eyes, but then his eye vision activates and honestly everything seems to be implying he has terminal genes but then it seems like the mangaka changed his mind and decided he wasn't actually human.

Another early plot hole thing is that when Killy is first fighting those robot mannequin things, they describe what he's fighting as being the Authority, but later they introduce Safeguard. Then suddenly those mannequin things are actually Safeguard and the Authority is trying to help humanity get terminal genes.

My point here is don't think too deeply about the overall plot, the mangaka seems to have mostly made it up along the way and wasn't sure how to end the series.

Long story short, the sphere is a combination of sanakan, cibo and seu's genes, water carried Killy to the edge of the city, where there is no infection, enought time passes for the embryo to growth & killy regenerate. Probably scorting the kid to a terminal now while being attacked by something.
