Depends on your definition of revive, but I can't recall any of them off the top of my head who can flat-out bring the dead back to life; Build is a supergenius who could probably clone them, but that's not the same thing. Wizard doesn't have a Revive ring. Kabuto could probably use Hyper Zector to time travel back, but good luck convincing him to do so- and he would not alter the timeline.

E: If you had the body you could revive them as a Necro-Over ala Kamen Rider Eternal, but... that's just a reanimated corpse that needs regular injections to not dissolve, with a radically altered personality on top of that. Not worth it.

Ah, most of my Rider knowledge is of the Heisei/Neo Heisei era, I'm less familiar with the Reiwa Riders. Zi-O falls into the same category of Kabuto where that's just time shenanigans, that's not an actual revive.
