On page 39 where it talks about the 2 abyssal beasts I don't think the jellyfish-like one is "Serpent-type", unless that's how it is in the volume.

So I'm guessing...
1. The empire made the beast or have contract with them
2. Within this 100 years the empire spread words about how they're the last civilisation remaining, and to deter their citizens from ever thinking about finding other countries so the appearance of other nation pose a threat to that or whatever
