Those kind of tissues are pretty much fliers handed out near stations and around the area where the business is (the tissue is there so people don’t throw them away immediately).
Hiroi would get them naturally from the street as she was doing her usual pub/bar crawl this time around Kabuki-cho which has a lot of bars and other adult entertainment businesses.
