It's probably a divide of opinions like the artisans wanting to use the land to build more workshops that use to be used by the farmers and thus bring in more money for the city. While the farmers wanted to keep more farms so that the can, well basically live. From what she said about the new lord's plan, it didn't seem to factory in the livelihood of those without a trade skill.

Either way, there should have been more explaination.

I'm more floored by the fact that a randomly placed vine was connected to a randomly placed boulder that when by a random coincidence started rolling towards them when they just happen to be on a sloped incline.
