The drinking age in Japan is 20, so Jin is technically underage, even though he's just two years younger than Kana. The misunderstanding was a bit hard to translate, but Jin was basically asking if she was OK dating a younger guy, and she was like "of course I'm not touching a minor." She wasn't picking up what he was putting down.

Oh yeah - local reference that most non-natives won’t pick up. Tsukiji Dodaco Tavern 築地銅だこハイボール酒場 in Musashi-koyama, Shinagawa 武蔵小山 (Kana’s workplace) is a direct reference to Tsukiji Gindaco Highball Sakaba 築地銀だこハイボール酒場, which is an actual popular chain of takoyaki/yakitori izakaya bars popular all over Japan (the original store is still in Tsukiji 4-Chome). Even the logo looks almost the same. Oh, as a further joke, Gindaco 銀だこ is Japanese for “silver octopus” (well, they do served takoyaki or たこ焼き) while docado 銅だこ is “copper octopus”. Why is it called Gindaco? Likely because the original location at 4-Chome is close to the border of Tsukiji 築地 and Ginza 銀座 (which in Japanese meant “silver seat” as it was the original location of the Bank of Japan’s silver coin mint).

There is a covered shopping street in Musashi-Koyama where fast food shops like Gindaco could be easily found, but sadly, the actual store in the area isn’t here (it’s near Fudomae station, one up on the Tokyu Meguro line, and yes, the Meguro line appeared at the original manga as well, like that slightly meta chapter of the kids visiting the manga publisher’s office).

Considering the constant reference to the boughie Southwestern Tokyo neighborhoods of Meguro and Senzoku station 洗足駅 in particular in both the original and the spinoff, I think Norio Sakurai either lives in the area or grew up there.
