It is not only legal, it seems to be standard policy in most purikura places. The rationale is that it’s a female oriented activity and the only reason guys would come would be to harass girls or be dragged along by their girlfriends. Harassers means girls don’t come means the harassers have no reason to be there either means no money, so single guys are forced to bring their mom if they just want a picture.
