I don't understand what the MC is thinking or blabbering at all
Nor can I gauge if this story is supposed to be taken seriously or not

you're not meant to feel that much from a mellow slice of life story, it's meant to be experienced. If you don't enjoy the experience you're probably in the mood for excitement, or pure slice of life isn't for you.

pretty obvious, he wants to find romance , to move on from his breakup

It's slice of life focused on normal adults' lives, most adults lives are mellow like that - neither super comedic nor dramatic
