In that case they would know. The chief bully belongs to the family that "owns" that little town. Like the backstory said, if you want to succeed in that town, you need to have a good relationship with the bully's family. So, there's no way everybody wouldn't know the chuuni girl if she was a part of that very same family.

Edit: Maybe it's the guy whom the MC tried to save from being bullied, but who then betrayed the MC by joining the bullies.
