Hmm, with this new reveal of Arisu being Shiba's girl from before the manga's start, it puts a meaning to this conversation:
Kazu opens up to Arisu about his bullying by the hands of Shiba, Arisu seems to react to Shiba's name as if not only does she know who he is, but that there's more to it between her and Shiba than just casual knowledge of the person.
Then after Kazu retells what Shiba had told him about the school being prettier if all the trash died quickly, Arisu's reaction, again, seems to be more than a simple reaction to his story, as if there's guilt behind it that she could have done something to stop it, at least try to stop it, and likely would have succeeded due to her position with Shiba, but didn't, and that's why she then says she isn't qualified to despise Kazu for wanting to kill Shiba.
