I am going to assume that all of these overt Back To The Future references fly a little more under the radar to a Japanese audience than a western one, perhaps.
Seems a lot like this is some absurd alternate future delusion, hinted at by the BTTF2 references with the hoverboard and the mag editor looking like rich evil future Biff Tannen. Remember in BTTF2, the whole deal with the movie was that Marty accidentally changed the past by leaving the sports almanac lying around, then he inadvertently traveled to a horrible alternate future where everything sucked.
The news reporting on a banal crime like copper wiring being stolen also kinda lends to the surreality, not to mention the obvious other weird things in Future!Tobio's life.
