You underestimate just how bad can someone hold grudges act. The sage might be don't have anything to do with the land but since he can't do anything to his main target, he just try to do anything that can cause harm. Some people don't like the idea of going out without unleashed their hatred/wraiths so they will do anything to bring others down with him even if they don't have any relations with him

Just BC plants can't survive doesn't mean other things can't. You can see he hunt wild animals to barely sustain himself. For water, the lands must still have water source though its definitely not a clean one

We have seen him hunting birds. They were probably just passing through the domain to and from the neighboring domains were they eat and drink.

That might, if we're stretching believability, work for him alone, but it's far from enough for the rest of them who moved there.

Nothing about the (translated) words suggested to me that the sage was mad against someone. Usually even a barebones after-death grudge backstory mentions whoever or whatever the grudge holder was mad at.

That curse has a whole lot of power to change the climate of a whole region. They say the culprit was a sage, but it would be more appropriate to call him a demon.
