How does the watch work exactly? How does it give people authority? It's a freaking state secret. They even kick the servants out of the room before they start talking about the blasted thing, how can an item that is kept in such secrecy give you any kind of authority? Who is going to know what that watch does if you show it to them? It's a secret, so NOBODY would know to give you full authority in case of an emergency. It's like the story about a monster that kills anyone that encounter him, how the hell is there a story about such a monster, if it kills anyone it encounters? How does a pocket watch that people are not supposed to know it even exist, give you full authority from people that don't know what the pocket watch means?
