Author knows how to betray expectations. Just goes to show you that we're so far past the stage of the level one mooks that the current jobbers/nobodies are extremely hardened criminals, ex-special forces, or some other seasoned veteran of the like that that'll break a man in two like it was Tourai's on-the-job training. Use that nightmare fu- I mean, information as you'd like, 'cuz An-Chan's got literally every reason to be scared shitless, lol.

Yeah they're called Dark Services Providers.
They are an international organisation. Satou is the head in Japan.

Kanehira Ouken, the blond badass in a suit that fought with Torai outside of the Tokyo Fist headquarters, killed one of the heads of the Dark Services Providers.
Normally he wouldn't have come back to Japan because Satou will go after his head,
but he has to kill the protagonist to avenge his dead brother.

Good thing is that Shishido can use his uncle to get rid of Ouken.
On the other hand if he repels successfully Ouken on his own, he may get to another level.

So far he's strong, but he's nowhere close to elite.
He's weaker than the animals, who are weaker than the heavyhitters of the manga like Goudou, Ouken, Satou, Torai, president Wabunichi.

And we still don't know who's the father of the kid that they guard and how strong he is.
According to the previous chapter he maybe a yakuza above Kakine in the hierarchy of their organization.

So we have many opposing factions so far in the manga.

1)Tokyo Fist,
2)the Government that hired, Redwater, the CIA connected mercenaries Ouken and his group,
3)Kakine from Adou group, a group that's under the yakuza Gojukai,
4)Gojukai
6)Kanbouren yakuza, although they aren't after B-data, but the boss who lost to Shishido, also wants revenge for Kanehira jr.
5)Dark Services Providers, who so far work with Kakine, but they also have their own agenda I guess.
6)The mercenaries that fought with the monkeys in the last chapter.

Honourable mention Goudou's security group that work for the rich millioner whose grandkid was raping the poor kid of the pornstar, the Jindaiji family.
And who knows maybe the rich multinational company that Tokyo Fist used to be part of in the past, may also make a comeback.
