Knife guy was a glass cannon, he was dangerous because of his weapon but not experienced with it and wasn't physically strong like the karate guy who was hard to submit.

An experienced knife user would have countered the kick by trying to stab the leg; one of the blood vessels in the thigh will kill you in minutes if it gets cut. If he had done that then even when Akita rushed in he probably would have gotten stabbed before he could land a punch
The thing is he's not though, he's just an amateur with a knife, which is why he got submitted like a fraud.

Also, unless you're some sort of Philippino Silat master who's been practicing with a blade for decades and have survived in numerous knife fights, you're not accurately cutting someone's jeans and hitting their femoral artery in the middle of a life-or-death situation, especially if he's pulling his kick back quickly enough. Having a knife doesn't just automatically turn you into an ultra-lethal assassin that can accurately pinpoint someone's weak spots, it just makes you an idiot that escalated a situation with a dangerous weapon, which makes you an even bigger idiot.
