It is a censorship approach as seen before and again in this chapter. Violate the censorship by complaining or speaking out in a non-positive way and the government uses that as an excuse to punish the person with disappearance and confiscation of assets (especially magic gears). In this case, the government has dominated the adventurers guild and uses the guild to do its bidding.
