That's nothing, read a LN some time ago based in fantasy world where adventure guild was disbanded ages ago because it caused "heroes" to be made, so military took over and everything was under bureaucracy.
Basically anything gone through a long line of paperwork, but when they took action they simply count the corpses upon arrival, rinse and repeat.
