I think you can differentiate this a bit from other manga. Yes, they didn't kiss, but the talked about it within the chapter, so it wasn't just a near-kiss that both will agonize over how they misinterpreted the situation for 50 chapters. Could very well see progress within a few chapters. Heck, that was progress in and of itself.
