He did start with protocol (was about to call Child Welfare from the looks of it) but went with his own intuition and this might've been the best decision someone has made in this manga.
As someone living in Japan, I've tried to involve the police to help with family stuff (DV), and they didn't give a shit. They literally said it to my face, out loud, "we don't want to interfere in family matters because we believe it should be handled by the family themselves".
Even if this is a fictional situation, it's nice to see that the writer recognizes how important it is to have just 1 authoritative figure (police, social worker, etc) to care and actually get shit done.

What is funny is that you KNOW these people are just the outliers of coo-coo behavior in this town, because unless the entire place is cursed, there HAVE to be normal people just going about their lives there with no weirdness at all. It seems like this town sucks people in and makes them suffer and turns them crazy, but then you do a count on your fingers and it's like... 10 people who are actually Like That. some ppl do like the slow life kinda thing, tho it's more the kinda thing where you spend 30 years working , and 'retiring' in a peaceful village as opposed to being a teen that wants a 'big city' kinda life lol. but yeah if you own a business like chako's parents or make a decent living, it probably wouldn't affect you as opposed to how yuko's childhood was basically miserable/being pimped by her own mother

Binging this from chapter 1 to 163 after remembering that this manga exist has been exhilarating. Everytime you think everything is going to be alright and things are going up from now, IT GUTS YOU like a freshly caught fish. Its like being an unfortunate deer, first you are born frolicking around with your deer kin then mother was killed off by a semi truck, you finally grow up to be come a buck and find a mate but then you are chased around by predators and your mate dies, you finally find some peace by eating delicious food you found but it turns out to be a trap by hunters, you are then released but after gaining your freedom you where shot minutes later because the hunters sold you off to be released into a fenced in wooded area so you can be shot by some rich guy.

Its really entertaining and euphoric to have your expectations be twisted and mangled.
