Yeah this seems a lot like how in soviety russia and other dictatorial regimes, elites could get away with a lot more than the middle classes.
But didn't they also say that in the A rank zone the brainwashing was stronger? So it seems a little weird and hard to believe that the the group of friends kiriya is placed in would also be trouble makers and have dissident attitudes.
