I'd say it's more inspired by China's social credit system and their network of facial recognition cameras. China also has internment camps, but it's not quite as easy to get placed in one as it is in NK as China's camps are usually used for religious minorities. NK doesn't have the budget for this as they still rely on your neighbors ratting you out, but this would be their ideal if they did.
