The girl sure is pure chance, but her presence has no value from the start because Dostoyevski knows for certain that this is a mission the Agency cannot lose since it's the whole point of Fukichi's plan. And Bram, the core to create this whole chaos, is the only one that has no idea about this plan and didn't join this by his will so once he is free sooner or later Fukuchi plan is succeeded, Dosto knows he will be kill anyway, or else he would just come to japan himself. The only thing that Dosto didn't expect is Dazai and Chuuya so that's why he is pretty much afraid if he got killed by Dazai there
