Possibly but I also think atsushi true power is somewhat similar and so he can will them back into existence like Shinra did at the end of fire force. It’s been hinted many times that atsushi has powers locked away in his subconscious that he kept hidden, remember at the beginning bungou stay dogs atsushi literary transforms into a tiger.
