@sixfingeredamish Did you read the light novels? Ango is not someone that noble, even someone like Dazai despises him. After all, he was a double spy who lead his best friend to his dead. And if the movie is canon, he was the one who brought Shibusawa to Yokohama in order to kill other ability users.
In his conversation with Dazai, we knew that he did something to cover up Dazai's past crimes so there is no surprise that he is the boss of a crime cover-up organization.

@sixfingeredamish yes, there have been plenty of hints that allude as much about Ango. Like uh...remember the whole thing with Oda? He was behind it. If you look back and pay attention its blatantly obvious that he really is NOT a good guy.
