Japanese language can be quite interpretive at times and since Tabata is pessimistic because of her low self-esteem, it is natural that she chose to interpret it as friendship.
Are romcom characters dumb? Not all of them, it's an interpretive language and if it was another manga he would think he was rejected and we would have a huge arc of them acting weird with each other.
