From the look of the cover, it appears to be a 'loli' with silver hair in what appears to be a high school uniform. From the description to the best of my memory, this 'loli' is writing a light novel and is just a friend with a male main character.
No, it's not Eromanga Sensei nor Saeki Kanojo (spelling?). I wanted to read that, but I scoured everything for every genre, but could not find it. :/
It doesn't appear to be fantasy and seems more of school times and the art for cover book looks VERY similar to Tensei Kyuuketsuki-san wa Ohirune ga Shitai.
EDIT: Uh....Upon searching for the artist through the manga title, Tensei Kyuuketsuki-san wa Ohirune ga Shitai, I found the manga I was looking for!
It's Waga Itoshi no Wota Kanojo.
