I thought this guy (the body) wasn't actually a former protagonist and the whole point was that people just assumed he was because he ran a card shop.

Yeah I went back to chapter 1, he has all the memories of the self from this world and he wasn't involved in any major events. People just treat him like a "former protagonist" despite him not being one.

He is one but he isn't realized. He has OTK his own storyline final boss in chapter 4.2.
So he could be categorized as an isekai former protag.

Samurai guy is actually a fun character haha, he will probably beat MC the next time they fight because the MC is literally jinxed to lose against "fighters that recently got stronger, received a new card, training arcs, etc"

which is very refreshing to see.

Im just realized that, did the holy declaration doesnt have penalty? If yes that was really one of the broken effect, i mean in yugioh to activate it you need to sacrifice half of your life point, but it doesnt even take one of his life point to activate the card in this rules.

Page 6 has the full card effect description and it says: "Negate the summoning of a monster and destroy it."
So yes, there are no penalties, but at the same time this card is less powerful than Solemn Judgement you are referring to, as that card can also negate spell and trap cards.
I agree that it's still too powerful, but it's a lot less versatile compared to the YuGiOh card.

The manga skimmed over but the novel explains he has issues with those cards appearing out of nowhere. It isn’t a problem when they pop up at random but it is when there is clearly some destined card for someone else among some seller’s wares cause the price is quite random.
There is some balance though since once a while among his stuff cards can magically appear and he also gets to sell them sometimes.
By the way, his world has a rule that allows deck modification mid-duel if a card appears out of nowhere in the deck, the effect changes or the duelist creates it on the spot. He says he lost some duels because of that in the novel but chalks it up that “you can’t really beat a protagonist when he has to shill the new packs”
