Mafias are not only about drugs or money laundering, such as human trafficking or conglomerates, and most of Latin America + Brazil is threatened by them if you want to refer only to the big drug dealers. The part of "providing and not extorting" is a bit laughable, specially in countries with low taxes like USA or in permanent crisis. Some examples in Europe are the current Italy government (it can get even worse than during Berlusconi), Belarus and Russia, though the latter comes from somewhere worse than a mafia.
