Might makes right. Outside of town is a lawless area. If you die, it's not even going to be investigated. Thus, the stronger people can do whatever they want.

The fun part is that the protagonist can throw that on its head. The people who are absolutely certain that they sit far and above everyone else, and thus can run their mouth and throw hands as much as they want, get to see what it's like being on the other side of the fist. Which is pretty satisfying, especially if written right.

Would real people behave like this? Not all of them. But there would definitely be people and institutions who did -- and while others might shun them for their bad reputation, others would only care about their spotless record of accomplishments, no matter how many innocents they had to kill to do it.

History has plenty of examples of stuff like this happening, even inside the "lawful" and "just" areas of society. Just look at the 1921 Tulsa Race Massacre. A thriving community destroyed by jealous idiots -- over a period of 18 hours of one-sided destruction. None of the attackers were prosecuted.
