I think it's that she doesn't think she should be the President—and thus the "face" of the club—because she's transgender and Kinda Weird with her open sexual references. "Rather than someone like me", and all. I think she has self-esteem issues and was expecting some kind of castigation instead of light chiding, suddenly pushing for the bad thing she 'knew' was going to come eventually, to get it over with. And then it didn't come, and just left her stewing with her own nasty thoughts, without the perverse catharsis of it 'finally' happening.

That's my read of it, at least.

Adding to what Dooble said, it definitely seems like Utsugi enjoys making dirty jokes but only because she knows she's going to be told off for it. That might be why she's so inclined to let the opponent go first (as was seen with Ren and Satsuki) because she believes that being dissed/insulted first allows her to make those dirty jokes since she knows she'll be reprimanded or told off for it. Almost like an equivalent exchange.
Either that or she believes that making dirty jokes is the easiest avenue for someone to tell her off, maybe as a subconscious desire for someone to insult her and put a real voice behind the ones in her mind that degrade her. Without a person to do that or measure up to the intensity of her thoughts (as was Satsuki's case), she's simply left with those nasty thoughts that make her feel worse.

i have some bad news for you about how society as a whole treats transgender women. there are a LOT of asses that will need to be kicked.

also ough... wanna give Utsugi a big hug. I do like her clear admission of being a transfem lesbian too!! so rare to see that, and it was done in a clear way without just being "I'm a lesbian." but yeagh, when you live as a closeted transfem, you get very good at suppressing your emotions and hiding your pain, and when you leave the closet you'll notice yourself getting chastised (more often) for just existing.

being around girls who don't do that means that her defense mechanisms that keep her alert and safe in normal conditions are instead harming her and making her overly paranoid, as she hasn't really internalized this club as a safe space, nor is she truly comfortable around these cis girls as they haven't really acknowledged her transgender status beyond a brief mention of it, which shows that they could easily be roped into a transmisogynistic hate campaign without realizing.
