100% it is. Usually prophecies work like that. She sees outcome but not a route that leads to it.

She had vision of the future but not for a second she wondered if this is a future that will happen because of her extremist actions. Pursuing child that will grow to resent the kingdom that wants her dead because some lady said so. So to end this nightmare best solution is to remove the problem, the Kingdom.

Then again she is a fanatic and is absolutely certain that she cannot make mistake.
