Or it's a One Punch Man "King" situation where everyone just glazes her up because they themselves fear death so they assume that Death must be incredibly strong (since fear of the concept equates to power) but she's one of the few if only exceptions where that doesn't actually track.

Either that or power is only as useful as your ability to utilize and apply it. Maybe she's super powerful but is still a meek cringe girl at heart so again another "King" situation despite having the firepower to back it up.

Either way, I hope it is an actual subversion and isn't just a red herring. Her being a genuine girl failure who everyone is needlessly terrified of would make for more interesting story telling than her just being a quirky OP boss character.

Just for the reminder, Yuko was killed by the fakesawman despite having a contract with the Justice devil. I wonder how would that come to play in this scenario where the Fake Chainsaw man is the Justice devil itself.

Taking a wild guess, but what if instead of removing the devil's entirety like CSM does, fake chainsaw man gains the power of the devil it has consumed? That would also explain the "We" part.

The devil that made contracts with the Church of CSM was posing as the justice devil but was actually the fire devil. He's the one that makes the people contracted to him able to change form (like Yuuko and all the fakesawmen). The justice devil was confirmed to have been found dead at some point, that's what gave Public Security the info that something wasn't right with their intel on the Church.
And if I recall correctly, the justice devil was the one that the fall devil used to imprison Denji and Asa in hell, and then chased them while they escaped in a motorcycle. Denji then killed him
