The governor made the deal as a representative of his political office, which would perhaps imply only people whose elected official he is are affected. So basically if you consider him your governor you're screwed. Maybe.So does this only include people inside California? People who have their listed address in California? People who live in the state more than 5 months have to file state taxes, does that count?

I mean, your politicians can make laws that affect you directly even though you may not agree with them, this isn't very different. You know, this is an interesting though, and I think it depends on how strict devil's contract is. And usually with these types of contracts, the more powerful the effect, the more strict the rules should be.
