Sports bra? If you mean Amamiya's bra, that was very much not a sports bra- what Kanzaki wears near the start in this chapter is a sports bra. They'd prevent what happened with Amamiya, as they compress the breasts against the chest, keeping them from bouncing around so much. Not as much as a binder would, though (my ex would wear one, and her bust was too big to entirely blend in as part of her chest, which is the intended purpose- it just worked better for her in terms of comfort and containment, generally, considering her unusual size, and she got one for cosplay purposes, anyway).
Still, you kind of make a point? I suppose the argument is that it's a bit different in a public bath setting, maybe. To be fair, males don't often go waving their well-endowed privates around in public. It still makes for some cognitive dissonance- the idea that the writer really didn't think the concept through sufficiently before starting this.
I mean, I get the joke here- it's about penis envy, but applying it to breasts... but it doesn't change how it's a bit inconsistent with those prior scenes, aye.
