Joking aside, the whole premise here is that EVERYTHING is exactly the same as our world aside from morals regarding sexuality.
Presumably, our body's sexual parts also stayed the same... so boys still need some time to rest before having a go again, although it seems that girls can be quick squirts here. Sometimes yes, if a guy is turned on, they might be able to go another round or two. And remember, these are teenagers, so they'll recover quickly.

But this was an actual point made in the series during the set up, men cant cum more than 1 time everyday at most 2.
If the refractory period isnt the one preventing that, then what is? a chemical imbalance in the brain? hormonal blockage, any of these 2 would have severe changes in the development of the male body.
The refractory period being different explained everything, but them keeping the same body really does give rise to the question what is keeping men from acting like men?

And yeah, guys tend to be more aggressive because of hormones (testosterone to be exact), so something else is probably different in their bodies aside from their morals. I doubt the manga is gonna focus on that though, unless the author has some medical knowledge.
