Most often, those ending sentences are decided by the editors at whichever magazine the author is publishing. And yes, usually they summarize stuff in a hype-ish way. Then again, you can tell just by reading this translation, that it's not all that clean. It's quality shifts a lot and it might be the case with final thoughts as well.

I don't know how accurate the translation is with the anime, but there at the very least it's more natural and more pleasant to read.
