it is common for any series to show a more exciting scene in chap 1 to draw readers in first before start out the boring flashback.

Like Nisashi said, it's to draw reader. Because it's extremely easy for manga to get axed, even for realy great one.

I find the mystery of a dungeon opening under your bed more appealing than OP characters being OP but Japanese manga readers tend to be younger. Young enough to not wonder why a 1f building has a rope ladder.
