PIck up a standard 30cm school ruler and, while standing, try to measure how much it is from your pelvic region to your chest. If she were 60cm her dick would easily go over her head which is obviously not happening. To your point though, it's true that the size varies wildly between panels, and it's hard to get a good measure, but I still don't think it's reaching 60cm.
