I mean, what's the ethical or practical difference? Subtler than likely matters but kind of interesting for character building. The neglector could have been present at the initial rumor or it heard after a week, but aside from the first spark of creativity those actions are equivalent with setting the events in motion. The neglect type may delude themself as morally pure I guess, but she had full control, did nothing, and personally benefited from fawning attention.Oh yea I agree she's a trouble maker but there's a huge difference between a opportunity seeker aka her causing the rumor to ruin MC's life or the neglecter who just watched a rumor ruin someones life because they don't care about MC and just continued with their lives

Some ethics and law distinguishes variants of trolley problem by intent (deontology), others more value consequences (especially for major harm or acts by a lower caste), others value social responsibility (harmony). She flunks modified trolley problems on all counts due to having power.
Getting out of the weeds it's more a matter of how deluded and evasive the prep girl is than how responsible she is. The character trait matters at the edges, but she's still actively a villainess.
