It's almost White Walker style reproduction, but with a weirdly mutually parasitic relationship with the magic trees. Keepers use the trees to reproduce, and to make puppets, while humans use them to make magic items, and both use them as magic batteries. Only devil's eye humans can make magic items, and the Keepers use their ghosts to make more keepers. It's a weirdly tangled ecological web. I'm sure that it only will get weirder, since I suspect that the magic trees are grown by Keepers in the first place. That's probably why they're called Keepers.
