Except in this scenario, they're not being incentivized. They're simply given the easy way out. These people are likely minimum wage workers that straight up hate their lives and can't go anywhere in life, incapable of getting out of minimum wage ever, stuck there until the day they die. This exploits their conditions by taking whatever money they can spare and in return giving them addictive bliss to escape reality.
