It's been explained in an earlier chapter that all the "humans" had mutated partially into the things they are now. I believe it was called the "ancestor's disease". The mutation was a result of the mercy pulse that had wiped out all the color. So basically most of these characters with the animalistic heads, have those as their actual heads, and not masks or whatever.
