From my experience that only happens when you accidentally open the reaction in a new tab (IE middle clicking the reaction button), so maybe stop doing that?

The only other thing I can think of is since your internet was slow you accidentally held the reaction button for a long time and then it opened it in a new page. Glad it fixed itself though.
I've never seen this on MD but I have seen it happen on other XF-based forums when either my internet or the website was shitting itself, so I assume it's some kind of fallback for the fancy popup not working.
