Continue to catalog chapters of Official Releases from other sites.

For titles with official releases on other sites such as webtoons.com, MangaDex no longer updates it's catalog of chapters. No need to upload chapters here, but I'd like to be able to know when updates come so I can read them on the external websites. This way I can check all my updates through the "Follows" tab of MangaDex instead of having to check separately.
