We weren't supposed to get this dude for another 10 months; as far as I'm aware this is the first time they've ever accelerated a banner and given us someone ahead of JP server's schedule.
It's actually kind of a problem because the people who wanted him were planning to save up for him... in 10 months time

The working assumption of the FGO group I'm in is that they'll re-run his banner 10 months from now when he was "supposed" to arrive, but they moved him up now to have him show up while Fate/strange Fake was running so he would still be at least vaguely relevant.
Mind you this assumption is based on
